look we can sit here and arm chair general this all day long...but cordite has a point...if your a cop and someone is trying to hit you with a car...that is actually aiming for you it is considered a weapon and treated as such....non lethal and less than lethal is only used when you can deploy it and in some cases wait for the effects to take hold...and it doesnt affect everyone....i remember training to be a detainee guard in iraq (Navy Provisional Detainee Battalion 2)...one of the things we had to do is get a INIWIC Level 1 OC Contamination cert...which means you take a direct shot of riot grade pepper spray to the face and then complete a series of obsticles to prove you can function under its influence...now some people got hit and as soon as they opened their eyes they collapsed because it was too much but they still had to do it...some took it and it didnt even phase them until after the fact and were talking half an hour after they were hit...then some like me who got it and it enraged us to the point where they had to tell us to calm down because we were beating on red man (guy in a body suit) too hard...in fact i have it documented on my cert that when i am under the influence of OC my anger my aggression and my pain threshold is elevated so that if im ever hit with it even by accident and something happens they will know why...and as for tasers they only work as long as they are being used...ive seen some get hit with them and as soon as its turned off they hop right back up
NL and LTL methods only work if you have the time...there are situations where the only option is to go for the gun...i have actually qualified in all manner of Non Lethal and Less than Lethal options when it comes to things like riot control/prison guard...OC/CS/Crowd disperal/sponge point Grenades (40mm and hand thrown options), Taser, Baton, Riot Shield, 12Ga point and crowd dispersal rounds (rubber ball), Sting Ball Grenade, XM328 "Street Sweeper" Grenade Launcher, M203 40mm Grenade Launcher , FN303 Riot Control Weapon (Paintball gun on steroids)...and sometimes if it gets to the point where it crosses the line lethal options can be authorized but only in extreme circumstances as in grave threat to life and limb...
and as for the shooting in the arms and legs what is taught to police recruits came from the military....we are never taught to wing someone or wound them in the leg...its always center mass shots...now if the target moves and it does get him in the leg, arm, head, etc then its just how it goes sometimes no shot is ever perfect 99% of the time
thats why alot of silhouette targets used by police and military are center mass with below the waist and arm/shoulder parts not scorable...now snipers and sharpshooters are a different story as its sometimes necessary for them to take a leg or arm shot
