If you jumped the 2 big posts on the pictured solonoid and get no response then there has to be a low voltage situation. I say that because when you manually jump them with a screwdriver your doing the job that the solonoid does electrically. ALL IT DOES IS MAKES A CONNECTION FROM BATTERY TO SOLONOID. It is a very simple switch.
