In the 60's motorcyclists were not required to wear a helmet......UNTIL
the Federal Govt gave money to the states to enforce the wearing of helmets.....or witheld highway money from the states that did not create and enforce a helmet law.
In the 80's, the Fed Govt stopped paying money for helmet enforcement.
Insurance company lobbys, not to miss a good thing, got the law changed in Florida to where purchasing a certain type insurance (expanding their customer base) would exempt you from wearing a helmet.
That's when the law changed. Was it a fundraiser from the Federal Govt
or was there a safety reason that existed on one day, but did not exist one day later?
Periodically the Fed Govt gives states a fundraiser, and if taken to court on this, I could supply the evidence.-Bob

What I can't understand is why the fuck do I get a ticket for no seat belt, but a helmet is not required on a motorcylce in the state of Florida, but it's the law to where a fucking helmet on a god damn bicycle here.......
