With something like your 9" wheel, yes you've got room to run a small tire and have your wheel lip that close without the tire hitting, with a 7" wheel, if he wants any sort of resemblance to traction, a stretched tire isnt nearly as much of a viable option.
But he would have no need to stretch a tire, I just said that I had 15x7 +0 on my car with coils and arms dialed in to stock settings. 205/50/15 tire, no rubbing issues, the exact opposite of stretch and it was fine.
Now for my 9" wheel, I'm running 215/45/17 with a track of 8.4" width. Not quite a stretch, and it fits.
