agree, it only takes between 100mA and 200mA to send your heart into ventricular fibrillation. But after you get passed 200mA, it's MORE likely to survive due to your heart "clamping", this would stop your breathing and you could be revived via artificial respiration.
Most police tasers that cause full muscle contraction are 2mA.
The case of the 9V, you would have to know the resistance of the battery to know the amperage and use V=IR or I=V/R to find the Current(amps)
