To test the starter you can take a wire and run it from a 12v source (battery) and touch it to the terminal on the starter solenoid. The starter should turn if it has power/ground. If that works then your starter circuit is probably open/shorted.
2g starter circuit parts blow ass. I used to have intermittent no-crank problems, replaced the wiring, starter switch, etc. Got tired of it breaking so I just hooked it up to a push start button...
