sure if you wanna rock a 7inch wide wheel then ya your gonna need a 0 or +5 to get it flush or w.e (thats not even super low offset) but who wants to get like 17s or 18s that skinny
sorry but no on a 9.5" wheel in the front you have to have lower than +15 alone just to clear the coilover and +30 would sit ewww in the rear
