Since I'm not in Florida I'll just recommend what you should do, in the following order;

do all the maintenance first:
new brake bades, flush the brake lines with new fluid, and maybe some new brake lines
new plugs and wires
new air filter, fuel filter
coolant flush and fill - still got the original radiator? - watch it like a hawk, save for a new all metal one
oil and filter change, transmission and diff fluid change to synthetic
unless you already have done the safety relay mod, clean all your bulb sockets and hit them with some electrolitic grease
check your wheel berings (tighten if needed),belts, battery etc....

then start upgrading:
wheels and tires
suspension - don't bother with a full coilover setup for a 86 NA, decent springs and adjustable shox are fine for anything short of dedicated track car
better brake pads - something like Hawk HP+
chassis bracing - again don't break the bank on this, a set of Corksport's tower braces will do the job, theyt're pretty good Cusco knockoffs
Intake/Header/Exhaust - Racing Beat is your friend
Beefier clutch
Poly bushings everywhere

call it a day unless

you have stupid money to play with:
have the engine ported
get a stanalone ECU
get good (see expensive) coilovers

or you coulda just bought a TII
