Not sure about scca but the three groups I race with don't look at that kind of stuff other than the once per season tech inspection where you need to show your fire bottle has a current inspection stamp and proper pressure; typically the race to race stuff is just checking for HANS, arm restraints to keep your arms in the car if you were flipping over, and just you have your suit on, harness fastened. Fortunately in my car the fire system is electronically triggered by a closed circuit system with its own control box that has to be armed before the race, so no danger of leaving a pin in the fire bottle but obviously danger of not arming the system; doing that is on my crew's check list before releasing me and there's a sticker on my dash reminding me to double check it. The box is easily reachable though so if the car was on fire and both checks of the box were skipped I could still arm it and deploy.
