A fuse gets popped if the amperage on the wire gets too high for the fuse to support the current draw. If a power wire touches directly to ground without the power being "used" by a source (example: radio, light bulb, speakers...) the amperage draw becomes too high and pops the fuse. Basically you have a live power wire touching ground somewhere before the actual source is using the power.
