It is illegal to have more than 16 grams of medical type nitrous oxide. The type that is "supposed" to be in the fill stations for the cars has sulferdioxide in it which basically will keep most people from breathing it.

Also, most of the time they use the exhaust law to pull someone over to check for drugs or drinking or the such. Rarely do you actually see someone get written a ticket for their exhaust.
