Most turbo seals are labyrinth type and can not completely stop large pressure differentials or standing fluids.

If you have never seen labyrinth seals piston rings are a good example of what labyrinth seals are like.

For this reason turbo drains literally need to drain the turbo which means that they must also allow the turbo to access vented air and vent exhaust and boost when pressures are high.
