I know of a certain stock 2.0 with stock turbo at 16 psi that went 12.3 in a heavier car. that omni is not the best you can come up with for that car. I also had a friend with an omni glhs that would make the one in the video look like a festiva running on 3 cylinders.

You obviously have no idea or experience on turbocharged vehicles. Did you miss the part where I said "stock turbo". Just because it's running 15psi, doesn't mean it's going to pull like a Supra. The efficiency of a small stock turbocharger isn't going to net huge power gains. The car in the video is probably putting out less than 200whp. Once the turbocharger is upgraded to a larger unit, it becomes much more efficient at the same boost level, which in turn will net you more power.
Also keep in mind all stock turbos are not equal, some are larger than others, which in turn, helps to car do better in performance. For instance an SR20DET, that comes with a T25G will only net about 240whp at 14psi. That's only good for low 13s, and that's the cap for the stock turbo. Other cars, such as a STI, EVO, SRT-4, and MazdaSpeed 3, come with a larger and more efficient turbo from the factory, so you can crank the boost up to 22psi and get the car into the 12s easily.
It appears you're having problems putting things into context. This car was released in 1984 and it was faster than the Mustang 5.0 at the time. Other than a handful of sports cars, there wasn't much, if anything, that could compete against it in its category.
On the contrary, when the H22 came out for the Prelude, it was considered average. By this time there were many sports cars in the low 14s and in the 13s stock. So at the time, it wasn't really impressive. Today, a Dodge Omni GLH is considered average performance, but back in 1984.... it was fast for what is was.
