I know for a fact there was an informant there. (Or a few. Because I was parked at the beginning, and of of my friends were parked near the bridge, we both got the ticket.) Also I saw some douche wandering around with a high quality video camera.
Brown hair under 6 ft tall and scrawny. Seemed like the plates were a focus of his attention.

So I got to talking with the parking ticket people, and they said call the issuing officer. (The payroll number at the bottom.) Call the non emergency number of the St. Pete police, and ask to get connected to so and so's payroll number. The cop might dismiss both all together if you are respectful. Also check the ordinances on the ticket, like the number below the circled. (Mine was 19, other, ordinance was 1645(1) or something, "improper standing parking.") They may have written you up for more than one item.

We just need to flood the issuing officers voice mail with people contesting the tickets. Cops get paid overtime to show up in court, so the key is to get your court date scheduled when the cop is on his vacation. (Takes a bit of social networking, but it can be done.) I would only do this though, if i got a really bad citation that would cost me points.
