Thats weird. Try doing you fuses like mine and see if anything changes. I had no problems with anything on mine when it was running.
I'm thinking the people that had the car before me might have just got a cover from a junk yard. There are 2 part numbers for the cover in CAPS. I put my VIN in and it came up with the part number you have on your cover. I just found my CD with CAPS on it a few minutes ago.
