Take line loose before filter and see if you have fuel pressure. If you have fuel there, check filter for clog. If filter is clear, diconnect return and check pressure there. If you have no pressure before filter check voltage at the tank to be sure you have enough voltage to run pump properly. If pump is new and its not as loud as it should be, I'd start with the voltage check
