Seatbelt law is a secondary offense. They can't pull you over for it alone. That's the bumper part. My dad always taught me "break one law at a time". That would have worked here. 5 years between (and until your first) tickets is pretty damn good in this crowd.
Ive gotten pulled over for the sole reason of not having my seatbelt on. Is it that just some cops don't care?
Then he realized I have a harness though and let me go. I still have never recieved a ticket before.
