its not behind the kick panel on a prelude, it is by the middle console...on the passenger side of the "hump" where the shifter is, towards the firewall there is a carpeted panel that pops out that is where the datalink connector is as well as a 2pin plug...jump the 2p plug with a piece of wires and put the key in the on position and there you go....
