It's a locomotive blower that the guy put on for shits and giggles. I can't remember his name; but the car was featured on one of the urbanhillbilly.com videos. He said it did run but when he blipped the throttle, it lifted the left front tire and blew both headgaskets.

*edit* it was on the "Carnage Fest" DVD, the guy's name is Mike Christianson (sp?)
