Well first before he checks the timing he should do a leakdown test first. If the numbers looks good then you can cross out the rings or valve seats being the issue. Then do a compression test. If the numbers are low then that might mean the cam timing is off. Cheaper/faster to do a leakdown/compression test than to re-degree the cams.
