About the whole charging 5 bucks to park thing, I don't think there is anyway that you can physically stop someone from entering and parking in the park since it's public property. Also, doing that would GREATLY reduce the number of people that attend. Most people hear that there is an admission and won't even consider going. But definitely should consider charging for the food. Even if it's only like 2 or 3 bucks for a hot dog and burger, but at least it will stop the people that are just taking advantage of the free food. Burgers/hotdogs/buns/condiments/drink for 400+ people definitely isn't cheap.
