something doesn't sound right. A speed sign as far as i know is not a traffic control device per say. A traffic control device is something that manages the traffic, like a stop sign or a red light, ETC....

i dunno man id look into it or call a traffic lawyer to be certain. Most traffic lawyers will give a free or cheap 1st consultation. You may want to look into that.
