That is stupid. I can't see how that is legal? How can they put a law into effect AFTER the fact.. I can see it pertaining to cars built AFTER the law was made but not before. Isn't there a constitutional right that protects individuals against things like this?

You cannot be charged with a crime or infraction when it was a legal act at the time you did it. They make a law and then come after people that already legally modded thier cars. NO WAY.

That just doesn't seem right.
