You need to take the camgears back & get your self a nice little skunk2 obd2b-obd1 conversion harness and a chipped p28 and plug it in... and have a nice day 
Yes, tuning via dyno is the best way to dial them in. You will see minimal gains without upgraded cams, but you will still see improvements.
Skunk2 doesnt even make their own harnesses and there are many better programs to run in the P28 ecu then the Skunk one.
