...BUT, if you are unsure of the laws regarding license plate mounting (like myself), then you should not be hit with an unknowing, preposterous penalty. My plate is 90* perpendicular to the road, is clearly visible at all times, and is always up to date with registration.
the whole tag thing is they are going after the douch's that bend the tag up under the fender or mount it on the side of the swingarm. Like the one shown below....
