"Too nice" is a gentle way of saying "enabler".
If you buy alcohol for an alcoholic, you may think you're being "nice" but you're not: you're helping them self-destruct.
That's what your Mom is doing to Joe by letting him live at home with mummy, consequence-free.
If she loves him, she'll put him out in the street on his ass. He won't die: I promise. People always find a way to survive.
Your Mom is definitely at fault here. Just because you're "being nice", it doesn't mean that you're helping or doing the right thing.
