That was in the news not too long ago. Some idiot educators (South Florida I think but maybe not) felt that a failing grade was detrimental to the psyche of the poor students who couldn't read, write or cipher. They thought that being tagged with "FAILURE" was like a scarlet letter (although the student's in question probably wouldn't know what a scarlet letter was). So, to improve the dumb ass students' resultant poor self image, they wanted to do away with the "F" and instead issue them a grade of "Delayed Success". The idea was that the numb nuts would feel like some time in the unspecified future, they would become rocket scientists.
