This is exactly what I tell customers... I believe this holds true UNLESS we are talking about a car that is putting down anything over 500WHP, as a street tune in a 600HP car on ANY city street is very very dangerous FUN... but dangerous . This situation would call for using a load type dyno, which can create closer tuning results as running on a open road.
