In neighborhoods like mine, nobody has this thing called "self control." While we don't have speed bumps, we do have a brick street which asshats like to nearly double the speed limit on (it's 25mph, I can only do 15mph since I care about my car). People in commuter appliances are the problem, not enthusiasts.
The only people the speed humps effect is those of us with lowered cars. Soccer-Mom Sally in her X5 just rips over them at 40mph without a care in the world.
