You could but in most states it would be for "off road" use only. Since it's not crash certified, most states won't let it on the road. However, you could go through a Canadian importer and somehow get it titled in Montana (I believe, read that somewhere, cannot find it anymore on the internets).

Long story short, I was looking at a Toyota Sera (the weird Paseo like thing with gull wing doors) and was reading the info that the Canadian importer had. They stated that there are a few states that they can get to title the vehicle so it can be re-titled elsewhere. It's a process I would guess.
