I've often thought about that, and it's maddening...you can't do anything civil to initiate change, but if you took matters into your own hands - BAM! - you're a criminal.
Personally - and I know it sounds radical - I don't see why illegals aren't considered invaders. They ARE invaders, and if they were treated accordingly, I'll bet we wouldn't have an issue with them.
