Well the TPS closed should be less than 1 volt.
Two other things to clean would be the EGR valve and Idle Speed Motor. Those things have a habit of getting dirty and screwing up the idle. Just tell him to get some intake cleaner from the auto parts store, take the pieces off, and spray them down really good.
my thoughts exactly. to test the egr, clean it out and let it dry and then suck on the port where the vacuum line goes...you should hear the valve open and close. (i just did this a few weeks ago...1 less MIL code to worry about)
