The clamps 'should' be able to tighten around them still. How much of a taper is there, cause if its significant the clamp could grab the top but not the bottom and that would pose a safety hazard IMO. Also, if the clamps get tight before the grip the fork well then you can remove some of the metal from the clamp opening the gap larger and allowing them to close further. But i DEF dont recommend straps for the street. YOU WILL blow out your fork seals prematurely as well as prematurely wear the internal components, specifically the spring. Springs do not like to be compressed ALL the time. You may also be able to shave a bit of foam off your seat and re-cover it to get you another 1/2" closer to the ground.
But then again, most superbike riders are short little guys, once your moving you dont need to touch the ground
