Question Fuse keeps popping after GSR cluster install in Eg!

I am trying to figure out why the fuse under the dash (taillights, gauge cluster, dash fuse) keeps blowing as soon as I switch on my headlight switch. The gauge meters all work fine except the seatbelt warnng. It has never worked since I put the cluster in my 93 Cx. I'm going to check to see if it's plugged in under the drivers seat. I checked all the wires I spliced for the GSR into the civic and none are touching each other. The harnesse are wrapped in electrical tape so they can't be touching any metal at the connections I made. I never had this problem until I installed the GSR cluster. It happened after a week or so being installed. The lights and everything worked then one day the fuse blew. I installed another fuse and about a week later it popped. Now as soon as I put a new fuse in and hit the switch to the lights they pop.

All the gauges work as stated above. It has to be something that is in line with the fuse for the gauge lights, dash lights, and tail lights. Since I never had this problem until I installed the GSR I am guessing it's something to do with the cluster's dimmer or power/ ground wire.
