You do need proof of ownership, I assume. This could either be the vehicle insured in your name or the bill of sale from the previous owner. It looks as though the signature of the previous owner is enough. My bet is the latter. Hopefully you got a bill of sale that both of you signed...otherwise it could be viewed as a stolen vehicle.

But print out the form, fill it out, take it to the county tax collector (tag office) pay the $29.95 fee and there you go, new title.

Or just go with no title. If you have the bill of sale and the car is registered in your name...you'll never have need for the title. Just let the guy you sell the car to take care of it.
