It's probably neither. Look on the clutch arm assembly. There's a hole there that is supposed to have a rubber bumper piece in it ($1.39) from Nissan. Replace it with a set of pliers (you don't need to use grease) and the problem will be fixed. The bumper activates the safety switch to engage the starter.
