They're like "hey, it saves a bunch of money and effort trying to get these pipes through the rear axle area and I still have mufflers, so how loud can it be?"

There's two types of reactions to this: one type either get sick of it six months later and routes it all the way back; the other type ends up driving the car with a cam so big the car won't idle, ET Streets and skinnies on the car all the time, and a TH400 with a 4.56 out back so that they cruise at 55 MPH on the interstate at 4000 RPM.
