I had a similar issue on my Mitsu where some of my power accessories were not working, popped the hood and found the positive battery cable "loose" around the post. The previous guy doing work on my car, forgot to tighten it down.

I read through your posts though and see that you've checked that though. Have you actually pulled the battery cables and wires leading up to the fuse box, to see if there is a break or bad ground? That sounds like it could be the cause for those blown fuses.
