Wow sorry to burst anyones bubble but you really need to start trying to sound a little smarter. but to answer the persons original question. yes the hole in the pan can cause vtec not to engage but not all the time. It would only be when enough oil had leaked out to where the oil pick up tube is then running drying and not supplying enough oil pressure to the oil pressure sensor which in other terms means it is also starving the mains and rod bearings of proper oil pressure. Also your choice of ecu could be the cause if it has the stock map in it then it was way way wrong for that motor and you NEED TO CHANGE THAT ASAP. Also if the swap was not done correctly and the vtec wiring was done wrong that could also be the cause. You need to pull all the codes that are present in the ecu and find out what sensors are not working properly. You need to get a p13 h22 ecu or chipped p28 for h22 and also you HAVE TO REPLACE THAT PAN before you blow the motor. I will donate you a oil pan just so i dont see that motor end up trash i have tons of them just pm me you just have to come pick it up i have every h22 part you can imagine so just let me know.
