I've always been more curious about those than just detectors...

radar jammers are illegal, but laser shifters are not. Your big speed traps are almost always laser. The laser shifter just does a good job of shooting off its own laser signals whenever it senses laser being used in the area. The laser gun gets confused because it shot out one signal and more than one are coming back at it.
My radar has a laser shifter, and I loved driving by a speed trap as a cop holds his laser gun with a confused look on his face. I have caught them multiple times shaking their gun as I drive by as if they thought it had broken.
