I think the major hurdle for any would be racer has got to be the depth of their checkbook. Look at who wins the big dawg races - these guys are loaded, are very orgranized with their overall racing programs, enjoy major shop support resources and are willing to spend even more money if it means beating that new guy who just came on the scene. The advantage gained by "one upping" the competition somehow needs to be put down...
How about somehow tying a budget into the series? Maybe have a motor claim rule like they do in local level circle track races. This way it makes Richy Rich think twice about putting a ba-jillion $$$ into his entry level motor, if someone in the bottom half of the field could claim it for $500. Make it so money is not the number one thing separating the racers from each other.
Or have the class pay like crazy - easier said than done but get creative somehow. Maybe the racers buy in with a 4 race season pass from which a good part of it goes to creating a nice wealthy purse. Or who knows some rich guys that might want their name on the series? Add to the purse with local sponsorships and contributions - sell it to them like we're keeping this shit off the streets. Employ some sort of media where advertising could be sold! All of it geared towards sharing the love with the racers who commit to the series, take the time, travelled to the race, and went out first round. Each race day has a cost whether you win or lose - somehow make sure the participants are in good enough financial health to encourage them to come back next time...
Seems like as long as budget isn't a restriction, the swingers will always be able to out spend you and keep the field chasing the fast side of the money...
