yeah,its called pick up the phone and call the DMV field operation officers.there the ones who deal with rebuilts,assmebled from parts(KITS)

and they will tell you that it has to be brought to them for inspection.and they know what gray market cars are,and when they see you trying to title a gray market car as a ASPT (assembled from parts) you will see the answer they will give you.and its not what you want to hear
