I think that would make joker a conservative, not a liberal. It really doesn't matter, the chip deal was passed, and although it's no big deal now, it might be some day, as an example:
Back in the 70's a well meaning prez Jimmie Carter gave the Yosemite park complex to the united nations historical preservation group. No big deal there until recently when a conflict arose over mining rights 50 miles away from the park. the mining company went through the court system and asked to be allowed to mine. The greeners fought it all the way through and when they lost,(and this sucks) they went to the UN, and claimed that the UN had rights over soverign US soil because the park was on the historical list.
And here's one more example, Bush, whether you like him or not, stood by our soldiers when they were accused of killing civilians in Iraq. He stated that because they were Americans they enjoyed the rights of Americans (due process, trial by peers, etc) Many wanted them tried in the UN world court (since it was a "coalition" of countries involved) on crimes against humanity where they do no have those rights guaranteed.
So, sometimes this no big deal paperwork can jump up in a few generations and bite you right in the ass.
