its a rhode island car. in Rhode island a car that is 10 yrs or older doesnt need a title to be registered you just need old registration a bill of sale. Down here is different. i tried applying for title and they said no because of their laws instead i got some paperwork that lets me register the car here but i dont see an option for selling it to someone else..its really a hasle.
