well if you bov isnt releasing on shifts then thats your surge problem. say you run a 15lb spring but only push 9lbs full boost then your spring isnt going to open and your compressed air is going to surge back to your turbo causing that gay noise.

check you vacuum line that runs from the top of the bov to your intake mani make sure its not pinched.
