I'm in charge design and implementation of our new online surveys. Our program does an okay job of making the survey presentable, but in order to really make them "bling" I need to use an HTML editor.

We currently have FrontPage, and from what I hear it isn't the greatest. Which programs would you recommend? Where can I take a course or seminar to become quickly certified for the program you recommend?
