Jumping the relay tells me your problem is in the control side of the relay. Most likely its the ground signal missing. That signal comes via the pcm. It doesnt mean your pcm is bad. The ground signal to the pcm from the AC contol panel could be missing. The dealer can hook a scan tool to the car and inspect to see if the PCM is seeing the ground sigal or not. If the PCM is seeing the AC switch ON but is not sending a ground signal to the relay, its the PCM.If the data list shows the AC switch OFF its going to be before the PCM. Sadly alot of Tech at dealers would over look this step.
