I've seen this problem before where the fan switch would not operate the fan, in that case i would jumper two of the pins on the fan relay and this keeps the fan on any time the key is on.
Where is the fan switch located? I checked the fuses under the hood and they are ok. There is a small black box fuse or relay that is for the "cooling fan" and I have no idea how to tell if it needs to replaced or not.
