Wow, if you cannot tell the diff between when brake lights are applied/illuminated X2 and when someone isnt on the brakes then you dnt deserve to be on the road.
It isn't that they can't see it, it is that they don't notice it.
Like the 17-year-old that ran a three-way stop sign in broad daylight and hit me. He could see the sign clearly enough, he just wasn't paying attention. Had the sign lit up he would have noticed it and stopped.
Same goes for tailights and brake lights.
