On the flip side, if it's private property and the owner gives permission to do what you want, you can get it thrown out. If you were just aimlessly drifting around a Target parking lot, or something to that effect, and got caught, the ticket is within his jurisdiction, although a bit harsh, unless the owner of the property says otherwise.
You need to be careful where you "drift" your car. Don't go and tear up a parking lot in front of Dale Mabry, and always do a scout-around before hand. Again, it's your own fault if you get caught and ticketed; however, at least you're doing something with your car that isn't endanger others. I think drifting in a parking lot is only a danger to yourself, your car, and the marks you leave that will last for a few months.
